    To enter restricted areas of the airport, you must have the appropriate security requirements and checks.

    The Pass Permit Control Office provides the following services:

    • Submission of Transportation Security Clearances to Transport Canada
    • Restricted Area Identity Cards (RAICs)
    • Keycards  
    • Greater Toronto Airports Authority (GTAA) Administration Building Pass
    • Vehicle Markers 
    • Airside Vehicle Operator’s Permits (AVOPs)

    Hours of Operation

    Monday – Friday
    7:45 a.m. - 5 p.m

    The Pass Office will stop accepting new customers at 4:15, daily.

    Closed weekends, statutory holidays and the *second Thursday of each month.

    *Fridays are usually very busy, and are extremely busy after this Thursday closure. If your need is not immediate (expired or going to expire during the weekend), we strongly encourage you to visit the Pass Office during the following week.


    The Pass/Permit Control Office is located in the Terminal 1 Parking Garage, Level 5.

    Please note, all security items issued by the Pass Permit Control Office must be returned to either the Employer or the GTAA Pass Permit Control Office when no longer required. This includes all valid and expired security items such as RAICs, keycards, temporary passes, AVOPs, Vehicle Markers, and ACO Cards. Fees will be charged for lost items or failure to return.
